No, you need to watch season 1 regardless of whether you watch season 2 or not.
Unlike other anthology shows that completely reset every year, Season 2 won't in any way erase the continuity of Season 1. In fact, the new season in some ways serves as a direct prequel to the first; despite the shift in location, there is one character that carries over between the two years' giant ensemble casts.
It's clear that viewers won't know how Season 3 connects to the rest of Fargo for a while; but given that these new episodes take place in 2010 — only four years after the events of Season 1 — it's quite possible that the connections could manifest by the arrival of a face fans are already familiar with.
The third season is set primarily between 2010 and 2011, in three Minnesota towns: St. Cloud, Eden Valley, and Eden Prairie, and is the only season not to feature the titular Fargo, North Dakota.

The "Fargo" creator discussed the many mysterious Season 3 connections to previous seasons, the Coen Brothers' films, and Carrie Coon. The reveal that Hanzee eventually becomes the mob boss Mr. Tripoli from season one has received criticism, however. Most complaints stem from the fact that the two characters lack resemblance to each other, although it is implied in the last episode of season two that Hanzee had reconstructive facial surgery.
