Magic doesn't seem to level with your character, so once useful spells become completely worthless by the end, and more powerful enemies will always take at least half a dozen attacks, even on the easiest difficulty. Magic is broken in this way as it it doesn't use weapons to make up for its weaknesses.
Fire does the most damage out of the three elements available so it gives the most exp.
Level enchanting to 100, take the appropriate perks in the tree, then get reduce destruction cost enchantment if you don't have it. You can then enchant reduce destruction cost by 25% on each of 4 pieces and have -100% total.

Destruction is a good Skill to have when fighting certain enemies like trolls, since they can be difficult to defeat at lower levels. But as you get into higher levels, it may be easier to use enchantments rather than Spells. If you are a vampire, Destruction spells can be a lot more helpful to you as a vampire lord.

Dual casting is the most useful for Destruction and Illusion, and can be neccessary at higher levels. For conjuration, it makes summons and bound weapons last longer. If you plan on only using thrall spells, dual casting becomes useless. Alteration dual casting is for flesh spells.
Fire is all-around great due few resistances and burn damage over time, Frost is best against melee enemies (especially 2h) as it slows them down while draining stamina for power attacks, and Shock is best against mages as it drains their magicka, and forces them to resort to dagger quicker.
Yes, it's worth it if you want to play a pure mage. There's no reason not to play a pure mage. As in pretty much all fantasy games pure mages are a slower start than warriors. Magicka management is needed especially as a young mage.
Robes are usually enchanted with mage-specific enchantments. The armour is just supplemental. Heavy for protection, light if you would prefer to be quicker in terms of movement speed. Either way is fine.
The purpose of making a skill Legendary is to allow it to contribute to increasing character level again. In Skyrim, character levels are gained by leveling up one's Skills. Making skills Legendary allows skill leveling to continue, which in turn allows character level to continue to rise.
The Mage Stone is widely considered to be the best standing stone for a mage build in Skyrim. This fact is especially true for mages that have just left Helgen and are new to the game in general. The Mage Stone gives the player an extra 20% level up speed to every skill in the Mage constellation.
It just modifies the damage you take and the health pools of the enemies, thus creating an artificial, boring difficulty. Since the enemies hit harder and are harder to kill, leveling the weapon and armor skills is faster.
High Elves or Bretons would make good mages. They both get good racial bonuses and stuff. For the thief, Khajiit would be best. For the warrior, and Orc would be great.
