Squier is better than Fender for beginners and guitarists on a tight budget. Fender guitars are fantastic, but some guitar players can't justify the cost. Even though they may not features the premium specs you will see on the Fender, Squier guitars are still very good for the money.
As far as the best Squiers currently being made would have to definitely be the classic vibe series. The vintage modified series is good too, but IMO, the CV's are better. As far as which model, the strat, duo sonic, or tele, I think they are very equal, and just boil down to what style you prefer.
I will stress this again, the Fender Squier by Affinity Series Jazzmaster is a great beginner guitar because of its playability, in fact, no other beginner guitar does it better than this. If you're planning to get into jazz music, then i would say that this is one of the best electric guitars for jazz.

for what they are worth, squiers aren't bad guitars. you do get a lot of dodgy guitars from the lower end of their production line due to the very loose quality control, and they are also very very varied (i once saw 2 'identical' affinity strats, same colour, same batch, completely different neck thickness!).
