The most common size for a photo is 4R, or 4 inches by 6 inches, typically because it's not too small and not too big. There are many types of frames available for that size. The aspect ratio of the photo print is 2 by 3, suitable for photos taken on majority of digital cameras and phone cameras.

"A4 measures 210 × 297 millimeters or 8.27 × 11.69 inches". It appears that there is no physical way to arrange Four 6" x 4" photos onto one page of A4 paper based on the above posted paper dimensions, without cutting off some of the images.
When I've seen them used for pants, they refer to length, & R = regular (avg) length, & S = short. The inseam length varies according to manufacturer & size. Smaller sizes tend to have shorter lengths, so Small S would be shorter than a Large S.
