The answer is yes. While at first glance the story in the movies might not have anything to do with main story, however, it does set up the events that will lead to season 3 such as returning characters and new characters.

In short, Psycho-Pass is a juicy sophisticated anime that will appeal to many mystery/sci-fi fans. It is animated craftsmanship and definitely worth the watch. This is an anime that will undoubtedly be among the best of the best in the near future with its excellent plot, character development and intelligence.
In the anime the only confirmed relationship among the main characters is Yayoi and Shion. As for Akane it really depends on how you interpret her interactions with Kogami.
In the 2019 anime series Psycho-Pass 3, Akane has been imprisoned for unknown actions and is expected to see judgment. She is released from jail in the 2020 Psycho-Pass 3: First Inspector where Kogami invites her to a meal.
The characters have a few seen-before elements, but are all in all both likeable, sensible and make the story move forward = 9/10. I will not put enjoyment as part of my rating, but I will say that I enjoyed the series a lot. Psycho Pass has become one of my fave series and is definitely worth a watch.
