If you are high diamond, you are top 10% of the entire playerbase. Gold is average, everything above this is better than average. diamond is good, but you should never call yourself good because diamond just means you understand the main mechanics if the game.

IMO, Gold is "good", Platinum is "very good", Diamond is "impressive", Masters is "exceptional" and GM is "potential pro player". Actually those that maintained ranks higher than 3000 were top 8%. GM level games are generally decided by the few top 500 players and how well the rest of the team works around them.

Diamond SR will decay until it reaches a flat 3000 and then stops. You will never drop out of that tier.
The rank that the most players are in is gold, they posted percentages on the competitive forums. So if you're higher than gold you can be considered better than average. It's always good to still try to rank up though.

What is considered low and high elo. So yeah, bronze/silver considers gold+ high elo. Gold considers Plat+ high elo.
