Yes. Both fictional universes exist within our universe. Technically, the Arrowverse is itself a multiverse with Supergirl and Black Lightning existing on alternate Earths than Flash and Arrow. It is possible DCEU is part of the same multiverse.
These are the founding members of the Justice League. Apart from Cyborg. The Green Arrow, while a famous DC hero, does not deserve a place among the Gods of DC.
