Unfortunately if you are hoping to avoid paying for another monthly subscription, playing Overwatch on PlayStation does require a PlayStation Plus membership. Overwatch is a dead game. It's the free-to-play games that are killing Overwatch. there are no free to play games out there. Nobody does game development and operations for free, someone gotta pay and thats for sure not the game company.
My honest answer is no, buying the Overwatch Legendary Edition is not worth it. If you are someone who is just looking to play the game and enjoy it with your friends, skins won't matter that much and it won't be taking anything away from your gameplay experience.
Overwatch is 100% worth getting. The game still has plenty of players, in comp and quickplay both. The game is fun provided you don't take it too seriously. I used to play plenty of competitive with some measure of dedication and it honestly takes a lot of the enjoyment away from the game.
GoTY edition is older and not sold by Blizzard anymore. Basically GOTY comes with 5 skins and some lootboxes while Legendary comes with 15 skins and no lootboxes.
