Yes, if DMV takes fingerprints (or A fingerprint) and that same fingerprint on file is matched to a print at a scene or on an object, sure they can match that. If on file is only one fingerprint and the found-print is a print of another finger (i.e. a different finger of the same person) probably not.
Q: Do I need to make an appointment before showing up at an IdentoGO site? A: Appointments are not required, but pre-registration is required. Once registered, applicants may walk-in during a location's posted hours of operation, but scheduling an appointment may lead to lesser/no wait times.
The police have the right to take photographs of you. They can also take fingerprints and a DNA sample (eg from a mouth swab or head hair root) from you as well as swab the skin surface of your hands and arms. They don't need your permission to do this.

IdentoGO Centers must maintain adequate staffing and all employees with access to fingerprint program information and equipment must pass a security assessment that includes credit, criminal, and drug screening. In addition, all employees must be U.S. citizens.
