IIRC Kaneki only eats the 'bad' ghouls, though that reasoning doesn't apply when he's in Kakuja mode. Kaneki doesn't want to eat humans because he still sees himself as human. And he only every ate ghouls who needed to be "culled", like the rotten coffee bean analogy.
Touka didn't die, as a matter of fact, *spoiler alert* she married Kaneki, and have a daughter in the end of the manga.
