The Sony a7 II has appeal for both still and video shooters. It includes simple ways to gather some nice looking clips, without much fuss, as well as features seasoned videographers might find useful. Like most digital cameras, the a7 II does not use all of the data coming off the sensor to record video.
The a7ii does not have native 4k video output, so no it will not output 4k to an external recorder. The Atomos Shogun may be able to upscale 1080p to 4k on the fly, but you'll have to check with the manufacturer to confirm. It doesn't matter whether you use an external recorder - still 8 bit line skipped 1080p.

It's essentially a native 4K camera with impressive video specs and a revised user interface. It can capture UHD 4K footage at up to 120p in 10-bit 4:2:2 encoding and promises 16-bit Raw video output. The Sony a7S III sell for around $3500.
There is a bit of controversy about the weather resistance though, as Sony later decided to remove any references to weather sealing. Probably because of reports to the contrary. However in my experience the Sony A7 (A7R) is pretty weather resistant.
