So no, Caleb is probably not a Host. He was probably born organically and not made by Delos or some other company. But his free will is just as tenuous.
The episode seems to suggest that the true purpose of Westworld is to find the key to immortality. The word “host” itself implies that the robot is just a vessel for something, which could be a deceased person's consciousness.
