COLUMBUS, Ohio —
An Ohio bill aims to make daylight saving time permanent. As we look to "fall back" to standard time Saturday, lawmakers in Columbus are still mulling over Senate Bill 119. The bill -- if approved -- would require the state of Ohio to observe permanent daylight saving time effective March 8, 2020.Arkansas, Nevada and Tennessee have also passed laws to ditch the time change, but they have not yet been enacted. The state of Massachusetts is considering ditching daylight saving time altogether for the Atlantic Standard Time, joining places like Nova Scotia and Puerto Rico, according to Boston.com.
Permanent daylight saving time
A change in federal law would be necessary to allow states to observe DST permanently all year. In 2019, Florida Republican Senator Marco Rubio introduced to Congress the "Sunshine Protection Act", a bill to permit states to observe permanent DST.California also has a bill which will be put to a vote in 2020. In June, 2019, Oregon also passed a bill to keep the state on permanent daylight saving.
A bill has been introduced, but California has not yet passed a similar law. A bill to allow the Sunshine State to remain on daylight saving time year-round was signed into law in 2018 but cannot be enacted without congressional approval, according to ABC Tampa affiliate WFTS.
Permanent standard time refers to the year-round observation of standard time. Likewise, permanent daylight saving time refers to the year-round observation of daylight saving time (DST). The Uniform Time Act of 1966 formalized the specification of time zones and the dates of DST observation in the United States.

The new bill would require Ohio to observe permanent daylight saving time, notwithstanding federal law. Under the legislation, Ohio would advance time by one hour for a final time on March 8, 2020, and would never again change.
