Storyline-wise, Ryu is stronger than Ken, mainly because he's just the main character and has that stereotypical Japanese drive to become the best. Akuma has killed Bison in a single attack. But Bison was stronger in Alpha than he is in SF2 (he was given a new weaker body since his old one was destroyed) and was beat by Alpha Ryu (if I'm right anyway) who is weaker than both his future incarnations and Akuma.

Yikes, don't play any older fighting game then if you can't make it past the ones in V because they're even harder.
How do you know Bison is stronger than Gill? Because Psycho Power that's in Bison's body is, by itself, more than all the power in Gill's body. Ryu destroys bison. So that makes ryu the strongest character according to your logic.
