You do not necessarily need a bank account linked to your Paypal account. For other countries (like the U.S) you can receive money into your Paypal account without linking it to any bank account. The money in the Paypal account can be withdrawn using a check request (chargeable).

Withdrawal Limits
Your PayPal Debit MasterCard carries two daily transaction limits. The larger limit applies to the total amount you can spend in one day using the card. The smaller limit -- $400 as of April 2013 -- governs the amount you can withdraw in cash from an ATM or through a signature transaction at a bank.Prepaid cards: For one-time purchases, some Visa, MasterCard, Discover, or American Express prepaid gift cards will work. Other prepaid debit cards that you use as a substitute for checking accounts often do not work. Limits on linking: You can only link a debit card to one PayPal account.
If you want to get money out from your PayPal account, you can withdraw funds to your own bank account online or using the PayPal app. Click Withdraw money option. Choose the account you want to send money from, and select a linked bank account. Confirm the amount to withdraw, and click continue.

On a Verified account, there is an individual transaction limit of $10,000. You would need to make 100 separate deposits to get up to 1 million. You may be subject to a limit on the number of daily transactions or a daily total, so this could take quite some time.
