To recap, D1 is a LOT better than D2 and D3. But D2 and D3 are essentially the same. The difference between the two typically comes in the form of education and athletic scholarships. D2 is able to offer its' athletes financial aid in the form of scholarships, and D3 does it in the form of academic scholarships.
NYU will NEVER be an Ivy League school but not because it is not an amazing and powerful university. It's because the Ivy League name has nothing to do with the status of the University, but has to do with the fact that these schools are part of the sports conference/league known as the Ivy League.

While Stanford, Duke, and MIT are all clearly prestigious schools with high national rankings and low selectivity rates comparable to those of Ivy League schools, they are not Ivy League schools simply because they are not members of the Ivy League.
Intercollegiate sports
NCAA Division I has two historically black athletic conferences: Mid-Eastern Athletic Conference and Southwestern Athletic Conference. These conferences are home to all Division I HBCUs except for Hampton University and Tennessee State University.Division I offers the highest level of competition and Division I schools' athletic departments have the biggest budgets. Division III is the lowest level of competition in the NCAA, and Division III schools also tend to have the smallest athletic department budgets.
D3 and NAIA programs tend to be smaller schools, while D1 colleges often enroll the most students. And D2 may provide you with the opportunity of playing all four years, while at a D1 program, you may be benched for the first three. It turns out there is no universal “best” division when it comes to college athletics.
There is a talent difference, as FBS teams can offer more scholarships, and have more benefits to athletes coming to their schools. However, good teams in FCS can hold their own against FBS teams. In the first four years of the CFP Era, FBS teams were 297-27 vs FCS.
It should come as no suprise that Texas is home to the most FBS schools (12), followed by Ohio with eight, and Florida, California, and North Carolina with seven a piece.
