I'd say go with 8. DW9 has superior story, writing, level design, gameplay, combat, soundtrack, graphics, lighting, weather effects, atmosphere, equip system, progression systems, physics, etc. Dynasty Warriors 9 is musou innovation and revolution done right.
Dynasty Warriors 9 is a stupefyingly large video game. For some people that's going to be bad, but for me, it's wonderful. Its open world version of China is massive.

DW7E has a much better Empires mode. and Samurai Warriors 4 Empires is amazing it's the best Empires game imo.
As for whether or not it's worth getting, then, yes, it is. Anyone who hasn't played the base game yet will have a much easier time accepting the purchase price, but even then, they may want to wait for sales. But anyone who loved the main game and wants more will find plenty here.
