Set more than 20 years after the original game, id and Avalanche have endeavored to pay homage to the events of the original game while creating an adventure that's inviting to newcomers. The simple answer is "No," you don't have to play Rage to appreciate Rage 2.
According to id Software studio director, Tim Willits RAGE 2 is an always-online game. But that doesn't mean you can not play it offline. When Rage 2 comes out, players will be able to access the entire game without an internet connection. Extra live activities need an internet connection.
Had the six-to-eight hour story played out in a more linear and structured campaign, complete with all of the weapons and abilities that make the game's concept somewhat unique, and Rage 2 could have been one of the best games of 2019.
Rage 2 certainly stands out amongst the crowded genre and is every bit as distinctive as you'd expect from id Software. It is silly, colorful, full of neon, and Mad Max–style crazies and is every bit as distinctive as Borderlands and Far Cry: New Dawn.
The pertinent wording of Rage says (PHB, page 48): Your rage lasts for 1 minute. It ends early if you are knocked unconscious or if your turn ends and you haven't attacked a hostile creature since your last turn or taken damage since then.
To use cheats in Rage 2 you actually need to head into the settings menu for the game. This is done by pausing the game and then scrolling down to the settings tab. Once in settings head down to the cheats item on the menu.
Rage 2 is almost right in the middle. It is indeed a continuation of the storyline of Rage 1, although it's by no means a direct one. Rage 2 is set many years after the events of Rage 1.

You only need to be online to download patches and digital content, otherwise you can play RAGE 2 offline. Note: If on the Bethesda.net Launcher: You can play offline, but first have to sign into the Bethesda.net Launcher to launch the game.
