Rune arrowheads are items that can be made at 90 Smithing, granting 75 experience and 15 arrowheads per rune bar. They can be fletched into rune arrows at level 75 Fletching when used with headless arrows, which are made by using arrow shafts with feathers, granting 187.5 experience per 15 arrows made.
The rune platebody can be purchased from Oziach in north-west Edgeville for a price of 84,500 coins after completing the Dragon Slayer quest. So what you really need to consider when questioning how much more people will be willing to pay for the extra damage bonus of t92 power armor is the value of the existing t90 melee power armor: Malevolent. Actually, Masterwork sets will be T90 Power and repairable with items made from smithing.
Masterwork armour will be worth getting after you already have a t90 weapon of each style and get your summoning and invention to max. I would get smithing to 99 then masterwork for free or at least much cheaper if you don't want to mine the ores yourself. It keeps repair cost of tmw down immensely as well.
