Moraekah by default lives in the Hidden City Paititi - the biggest location in the Shadow of the Tomb Raider, which you will reach by progressing in the main storyline. The easiest way to meet Moraekah is by taking the side quest called Dice with the Dead, in the Hidden City.

Shadow of the Tomb Raider is the final game in the rebooted trilogy that refreshed the Lara Croft mythos, taking us back to her first adventures. Now Eidos Montreal studio head David Anfossi has spoken to our own Official Xbox Magazine about how the story marks the end of that journey.
Overall Lara looks so much better, the graphics overall are much better yet the frame rate feels more consistant than Rise. Im running the game in 4k SBS 3D with TAA and getting fantastic performance on a 1080ti.
Yes, you can enjoy it stand alone. You'll probably get more out of it if you've played the previous games, but it's mostly a stand alone adventure as the majority of plot threads from the previous games were tied up in those games.
It's very uneven and the story is lame even by Tomb Raider standards but it does some of the best exploration and tombs in the series. The combat is also fantastic but the game barely has any set-pieces or combat arenas.
