When you feed one to your Pokemon, it boosts one of the five contest stats - Beauty, Cool, Cute, Smart or Tough. You make Pokeblocks by collecting berries from all over and blending them with the different Berry Blenders in Lilycove City. When a Pokeblock is done, its color determines what bonus it gives.
Feebas evolves in a unique way: You must get its Beauty rating to 170, and then have it grow a level. The main problem is that there is no numerical representation of your Pokemon's Beauty rating. The only way to raise Beauty is by feeding Feebas Blue or Indigo PokeBlocks.

For every Pokéblock that a Pokémon eats, the value of the Pokéblock's feel is added to a number associated with the Pokémon (sometimes referred to as luster in the fan community). This number has a maximum of 255, and when it reaches that point, the Pokémon will no longer be able to eat any more Pokéblocks.
