Infinity Bases are completely forward and backward compatible, but not interchangeable between all consoles. The 1.0 Infinity Base will work just fine with the 3.0 software. PlayStation and Wii Infinity Bases are interchangeable between consoles. Xbox 360, Xbox One, and Nintendo 3DS Infinity Bases are console specific.
Of course, you can't play the game without the physical base and at least one Infinity figure, so if you don't already have the starter kit this won't help you much.
The bases function independently of the Edition they are obtained with. If the Xbox One base is stacked on the Xbox 360 base while both consoles are running Disney Infinity (e.g. 2.0 on Xbox One and 1.0 on Xbox 360), a figure placed in the left circular slot on the Xbox One base will show up on both consoles.
While all Disney Infinity online services have officially been discontinued you can continue to play the console version of Disney Infinity without these features. All online services such as Community Content, Online Multiplayer and Disney Account login, will no longer be available on any versions of the game.
Disney Infinity 4.0 was already in production when the toys-to-life series was shut down - and there's now footage of it in action. 2016 was the year Disney killed off its Infinity series when it decided it wasn't making quite enough money. A subsequent report blamed mismanagement and inflated sales expectations.

Disney Infinity 4.0: Fox Edition is a 2021 toys-to-life video game developed by Avalanche Software and published by Warner Bros. The game is released on the PlayStation 4, Nintendo Switch and Xbox One on August TBD, 2020, and the Sega Orion port being released on TBD.

Being part of the Star Wars: Rebels series from Disney Infinity 3.0 already makes Sabine a rarer figure than her other Star Wars counterparts, but it seems like Sabine is the rarest of the bunch. This is what gives her a heftier price tag compared to most other figures.
