To find the items that you can refund you first need to head to the Item Shop tab, and then head to Purchase History which you should see at the bottom.
Thanks for your feedback. Surprisingly, you can visit the billing history page by clicking "My Account" on xbox.com and selecting Billing History. From here you will be asked to confirm your details.
