Although it is recommended to have one Apple ID for all Apple services, you can use two different Apple IDs for iCloud and iTunes store purchases. If you want to use different Apple IDs, then you will need to edit your settings accordingly to get all of the benefits of iCloud.

Apps are permanently tied to the Apple ID under which they were downloadedthey cannot be transfered to another Apple ID. YOu can create a new apple id if you like. If you create a new Apple ID, that will cause you to have to start over and lose everything that you purchased with that ID. If you got a new email address and you used your old email address as your Apple ID and iCloud ID, you can change the ID and keep all content and data.
Long story short: you can't move everything from one iCloud account to the other.
