Agreed, it's a free to play game. Making it offline would disconnect you from any potential revenue stream. Furthermore I believe it has a bit to do with keeping as much as they can server side to prevent manipulating or extracting certain data from the game.
Path of Exile is F2P. It's really not any more complicated than that. Offline play would remove you from the in-game economy and greatly diminish the odds that you'll spend money. No other online games I have/do play have had this issue so it's a POE thing.
