In order to report an eBay buyer, go to My eBay. Then, go to your orders and click on leave feedback next to the order you need. Finally, select the Report buyer option. On the other hand, if your customer is not violating any eBay rule and the problem can be specified, there are some other ways to solve it.
Blocking a buyer after a transaction is active does nothing to stop them from completeing that transaction or leaving feedback. If a seller could do that, any scam artist could simply fail to finish the transaction and block the buyer. All blocking a bidder/buyer does is keep them from buying future listings.
Refunding a buyer has never negated the ability of either party to leave feedback.
Firstly and most easily: pay on collection only. Be wary of any seller who insists on advance payment. Don't get lured in by a good deal, or insistences that you must deal through eBay. Use PayPal with a credit card, so you're entitled to a degree of protection over your transactions if it does go south.
Click on "Account" in your My eBay then click on "Site Preferences", scroll down until you see "Buyer Requirements", click "Edit", scroll down to the last option, and click to block members who are on your blocked bidder list from contacting you.
When you block an individual eBay user, they can no longer bid on your listings, buy from you, or contact you regarding any of the listings you've posted. You can also block all eBay buyers from a particular state or even an entire country if you wish.
In order to block them on eBay, you need to go to “Selling preferences” in My eBay, then select “Show”. Afterwards, next to “Block buyers who” select “Edit”. There you can enter your preferences to block someone on eBay and select “Submit”.
By default, blocked buyers are still able to contact you about your listings. If you don't want buyers blocked by your requirements to contact you, select Don't allow blocked buyers to contact you in Site Preferences (they may still be able to get in touch with you if it's about an existing transaction).
If you want to block someone on Etsy, you have to go to their profile page. Then, all you need to do is click on the “Block” link, which is at the bottom left. The important thing is that they won't be notified about your action.
One the next screen, find the section titled, Sellers. Click the check box for “Only show items from:,” then change the dropdown from Include to Exclude. Then enter the ID of the seller(s) whose auctions you'd prefer not to see in your search listings.
Do this by signing in to eBay, clicking "Contact Us," then the "Contact eBay" tab, and then "Report a member" in the "Account" section. If eBay finds that seller has violated policies numerous times, they will suspend the seller's account.
Click on the "Request Feedback Revision" link under “Recent Feedback.” Alternately, you can click on the “Go to Feedback Forum” link and click “Request Feedback revision” on the right side of the page, under “Feedback tools.” Click the Feedback you want to request a revision of.

- Sign in with your username and password. Type the email address and password associated with your eBay account and click Sign In.
- Click Help & Contact.
- Type Block a buyer in the search bar.
- Click Block a Buyer.
- Type in the eBay username of the user you want block.
- Click on Submit.
