Catchment areas and distance criteria are not the same thing. Schools with a catchment area have a defined geographical area that they will accept applications from. Children living outside the catchment area are unlikely to be offered a place. You may find you're within catchment for just one school, or several.

First off CSU only uses your 10th grade & 11th grade GPA. This does not mean you can slack in 9th grade though because those classes still count toward your A-G requirements. California State Universities will add up to 8 points from AP or Honors courses to your GPA, and plug it in to the Eligibility Index formula.

Preliminary decisions on the complete applications received by the priority deadline generally take approximately 3-4 weeks, and those applications received during the regular admission period, 4-6 weeks following the regular admission deadline.
In terms of selectivity and reputation, there isn't much distinction between many of the Cal State schools. San Diego State and Cal Poly San Luis Obispo probably have the best academic reputations of all of the CSUs. They also have considerably lower acceptance rates than the rest of the CSUs.
