Some theories believe that when Majin Buu ate the Dabura Cookie, he absorbed the ability to turn people into stone with his spit. And that Buu managed to spit on Vegeta during the explosion.
Frieza came first, and he was a little bit weaker than a basic Super Saiyan. Cell came second, and he was stronger than a mastered Super Saiyan, who's miles ahead of the one that fought Frieza. A Super Saiyan God is way stronger than Majin Buu, so Frieza's currently the strongest.
Abilities and Tips
Avoid this at all costs or at least try to block all incoming blows. Dabura will send out a fire blast towards you which will explode on impact. A fast projectile but should be easy to dodge if you have a little distance between you and Dabura. If close, then guard whatever little damage you can.Goku flat out states that Dabura is about as strong as Cell. If this is true, a weak version of SSJ1 Gohan isn't keeping up with Dabura. But later on, Dabura says he is confident that he can beat Gohan. So if Dabura is SPC tier, it'd NEED a SSJ2 to beat him, yes.
