Here's the code free, a.k.a declarative, process for allowing certain users to bypass a Validation Rule.
- Create a Custom Permission.
- Create a Permission Set and mark the Custom Permission as active in that set.
- Assign users to the Permission Set who should be able to bypass the Validation Rule.
Navigate to Setup. Look for Field Accessibility under Security Controls. Pick an Object > View by Profile > Pick a Profile. Required Fields display in Red.
Go to the Field Level Security section. Click on View for Lead. It will open the Lead Field-Level Security for that profile. Click on Edit; deselect the visible checkbox for the Email field and save.
Setup > Customize > Accounts > Page Layout, Click Edit next to Account Layout, click on the properties for the billing address. You'll see that Required is not selectable.

Configure a custom field
- Select > Issues.
