The reason why is because Shanks is the symbol of maintaining balance between all the Great Powers. Unlike other yonko Shanks only fights to defend people he cares for and his crew. He is not actively seeking more power like Kaido, Blackbeard and Big Mom.

Nami is already very powerful, and she has tremendous room to grow. She could possibly gain Prometheus in the future, and wield Haki too. As such, there's absolutely no need for her to eat a Devil Fruit. So he would not eat a devil fruit.
If someone who has already eaten a devil fruit eats another devil fruit, the two devils inside the fruits fight each other leading to the death of the user and birth of the two devil fruits in any part of the world. So if Luffy eats another Devil fruit he will die and hence, he cannot eat another devil fruit.
It's very likely that Usopp will never get a Devil Fruit. Aside from it being unnecessary for his character, it would be very trite and boring to see any more of the crew suddenly gain Devil Fruit abilities. It just furthers the strength of crew seeing them get as far as they are without the need of superhuman powers.

Oda Sensei clearly hints that Zoro is stronger than Luffy in terms of endurance in the Thriller Bark arc. Even before that, Zoro and Luffy had near equal fights (although they were cut short). Of course Luffy has to fight the main villain throughout, but his power does not match well against a highly skilled swordmen.
No, Gol D. Roger didn't eat the gum-gum fruit. None of this fits with the Roger ate gum-gum fruit “theory”. Not to mention that if Luffy had the same power as the most popular pirate in the One Piece world, someone would have mentioned it in the past 800 chapters.
Usopp has Kenbunshoku Haki (Observation Haki). He awakened it during the Dressrosa Arc, when he was able to see Luffy and Law auras from a great distance through the castle walls. He was able to use his Haki to stop Sugar from attacking them and making everyone forget about them and the revolution.
