200 apm is like the average of most higher level players too so it's definitely achievable.
High APM is often associated with skill, as it can indicate that a player both knows what to do in the game and has the manual dexterity to carry it out. Professional e-athletes in South Korea usually have average APM scores around 350, but often exceed the 450 mark during intense battle sequences.
You can see your APM with some custom maps (as mentioned by Wikwocket). E.g. YABOT will show an APM counter when the "-a" chat command is used. You can measure your APM using a third party tool (as mentioned by VOIDHand). E.g. Sc2gears can calculate your APM based on replays and can also display live APM information.
APM calculation is pretty simple: one just have to divide the number of actions with the number of minutes where the actions spread in time. For example 200 actions in 1 minute results in 200 APM. The first 90 seconds of games (can be changed) are always excluded from APM calculations.
Actions per minute, abbreviated to APM, is a term used in video games, particularity real-time strategy and fighting games which refers to the total number of actions that a player can perform in a minute. Time will be calculated the moment you click on the number for the first time.
APM and mechanics are completely different in League of Legends compared to RTS games. APM doesn't really matter because you don't have to manage nearly as much as you do in Starcraft, but there is micro.

Depending on your keyboard, you may actually have a dedicated “Fn Lock” key. If you don't, you may have to press the Fn key and then press an “Fn Lock” key to activate it. For example, on the keyboard below, the Fn Lock key appears as a secondary action on the Esc key. To enable it, we'd hold Fn and press the Esc key.
Programming wise, never used an f-key. Gaming wise, I play LoL and EVE online. Only those who are capable of mid to high end play will find themselves using the f-keys. It's super important, but the unbelievable mass majority ignores them.
You may have noticed a key on your keyboard named “Fn”, this Fn key stands for Function, it can be found on the keyboard along the same row as the space bar near the Crtl, Alt or Shift, but why is it there? To perform an action, Press Fn and the relevant F key.
