No, you cannot download videos and watch offline from Twitch, unfortunately.
You can record gameplay in most PS4 games by simply double-pressing the Share button on your controller while playing a game. Gameplay will record for 15 minutes, or until you double-press the Share button a second time. The videos will be saved to your PS4's Capture Gallery.
To have Twitch automatically save your broadcasts, choose Settings > Channels and Videos, then turn on Store saved broadcasts. Once a stream is saved, go to the Video Producer page, select the More icon next to a video, and choose Download.
How to download streams from Twitch

No, they will not know who has watched their streams. Unless you speak up in chat, a streamer will not know that you're there. If you're lurking, the only way a streamer can even see you, would be if they opened up their viewer list, but that is almost unlikely to happen.
Why does twitch delete my videos? Due to storage limitations, recorded videos (i.e., "Past Broadcasts") are removed after several days. Once removed, they cannot be recovered. You can save a video by clicking the gear icon below the video player and selecting Save forever.
