Bondo should adhere to the rust converter. The best way to do it (from what I have seen) is to go down to metal, clean / remove all rust, put metal prep (acid) on metal, add filler, paint with best primer you can (epoxy), then paint.
Once dry can Rubberized Rust Encapsulator be painted and with what? – This product remains flexible, therefore it is not recommended to paint over it. Eastwood standard Rubberized Undercoating is also a product that can be painted with most topcoats.
