The Corruption stat gives you the positive effect listed on the item. If one of those corruptions show up on an otherwise good piece of gear, it might be better to cleanse it. That said, if you wouldn't risk getting the really bad negative effects by wearing it (like if it's your only corrupted piece), go nuts.
This can proc on any Season 4 item other than Trinkets or Azerite, but is not present as a baseline on any pieces. As with all proc Corruptions, stacking additional instances of this effect on different items will combine the effects together into a larger proc, rather than create individual procs.

From testing, the Echoing Void Corruption effect appears to have been hotfixed in PvP to deal about 75% less damage in Arenas. Edit: after we published this article, Blizzard wrote official hotfixes that Echoing Void now deals 50% less damage in Arenas.
When you have more than 20 Corruption, you gain the Eye of Corruption effect. Eye of Corruption has 1 RPPM. Your spells and abilities have a chance to summon an Eye of Corruption for 8 sec. The Eye inflicts increasing Shadow damage to you every 2 sec while you remain in range.
Max corruption resistance on Cape to cap at 125, plus essence means 135 resistance in 25 weeks, AFTER maxing cape via quests Going to be a painfully LONG tier. : wow.

While the single target damage isn't excellent, this deals massive burst damage and due to it being full AoE, makes it very desirable for some encounters and especially in content such as Mythic+. Just bear in mind the Corruption cost is very high for this effect.
