Driving in New York City is one thing, but breaking down and having your vehicle towed, or trying to pull over in a busy stream of traffic is something that no one wants. It's difficult, potentially dangerous, and it will disrupt your day (and the day of many others too!).
The junior license permits the holder to drive a motor vehicle between 5 a.m. and 9 p.m. with certain exceptions: Junior licensees may drive after hours for work or school purposes but must hold valid documentation. Junior licensees may drive after hours under the supervision of a parent or guardian.
Under no circumstances can a driver under the age of 16 get a license. Drivers 16-17 years old can apply for a Junior Drivers' License (Class DJ), which is like a Learners Permit but may allow the young driver to operate a vehicle unsupervised in some parts of New York under the Graduated License Law (described below).

To take a driver's ed course in New York, you must be at least 16 years old. In New York, a driver's ed course is mandatory for teens under 18. When turning 18, you will receive full driving privileges. There are two courses available to teens — a pre-licensing course and a comprehensive 48-hour driver's ed course.
After having held a learner's permit for at least 6 months, you may apply for a junior driver's license. You must also have completed a pre-licensing course and 50 hours of practice driving. You must schedule and pass a road test, then you will be issued a junior driver's license.
If you have a Class DJ or MJ junior license, you cannot drive within the five boroughs of New York City under any circumstances. With a Class D license, a 17 year old may drive unrestricted anywhere in New York State.

In New York, a license or permit is not required to buy or register a car as long as you have a valid government ID.
